Charities Evaluation Service is an independent UK charity with expertise in monitoring, evaluation and quality systems in the voluntary sector. CES offers open training run from their offices in London, in-house training delivered venues provided by their clients and they facilitate workshops. CES provide core courses on the nuts and bolts of monotoring and evaluation and linking evaluation into project planning. They also provide further courses aimed to complement and develop learning from the core courses. Both core and complementary courses use a participatory approach and provide opportunities for participants to learn interactively.

The Evaluators' Institute in the US offers short-term professional development courses for practicing evaluators.
Seventeen courses for practicing evaluators (or those who want to learn how to be) are offered the week of January 12-17, 2004, in San Francisco, California, USA. Topics covered by the 17 courses are:

  • Outcome and impact assessment, and cost-benefit analysis (2 courses)
  • Implementation integrity and performance measurement (3 courses, including a new one that looks at how implementation analysis can strengthen the use of performance measurement systems)
  • Analysis and interpretation of data (2 courses--one on qualitative data and one linking evaluation questions and statistical techniques)
  • Using technology in evaluation (2 courses—a new one that looks at how evaluation is being transformed by technology and presents new models and tools to effectively use the new technologies; plus one on the design and administration of internet and mail surveys)
  • Qualitative methods (4 courses—a new one on strategies for using qualitative methods to establish causal linkages between programs and effects when quantitative or experimental approaches seem unfeasible; plus basic methods, participatory/collaborative and other qualitative approaches, and analysis of qualitative data)
  • Basic foundations of evaluation (2 courses, including the basics course that reviews all the major approaches to evaluation and the questions best answered by each; plus a new class on use of evaluation models and theories for guiding decisions about when, where, and why to use certain methods)
  • Needs assessment
  • Program theory
  • Community-Based Evaluation principles and methods.

These courses are provided by The Evaluators' Institute and are endorsed by The American Evaluation Association. Teachers are leaders, known nationally and internationally, and have first-hand knowledge of that which they teach: they implement evaluations and further the field with research. Scholarship support is available for eligible applicants (provided by the National Science Foundation). In addition, discounts are available for past participants, institutions that send multiple employees, and for a limited number of full-time graduate students. E-learning on Evaluation Management

E-learners attend an initial start-up seminar in Brussels and then cover eight modules over a four-month period (1 module every 2 weeks). You have to allocate four work hours at least per module. Each module is based on a real life case study provided by Eureval through its e-learning website. At the end of the module, your short note is quality assessed by Eureval and you receive formal feedback from your trainer. Successfully acquired skills allow access to the next module. At the end of the e-learning cycle your evaluation management capacity is validated by Eureval.
