Patricia J. Rogers, 'Leading Horses to Water? Challenges in Building Evaluation Capacity'

Patricia Rogers is Associate Professor in Public Sector Evaluation at CIRCLE (Collaborative Institue for Research, Consulting and Learning in Evaluation) at RMIT University, Australia (Royal Melbourne Institute of Technology). Since the mid 1980s, Patricia Rogers has worked with government organisations (local, national and state government) and non-government organizations on developing monitoring and evaluation of a wide range of programs (e.g., early childhood intervention, community capacity building, family support, criminal offenders, policing, chemical handling regulation, labour market legislation, maternal and child health, agricultural research and extension, physical infrastructure, education and welfare). She has a particular interest in developing the evaluation capacity of individuals and organisations and has delivered evaluation workshops for people working in a wide range of countries across Europe, Asia, Australasia, North and South America.

Evert Vedung, 'Enhancing evaluation utilization'

Evert Vedung is Professor of Political Science especially housing policy at Uppsala University's Institute for Housing and Urban Research (IBF) and Department of Government. He is also associated with Mälardalen University College and its Evaluation Academy (Eskilstuna) and with the University of Helsinki. His latest books in English on evaluation include Carrots, Sticks, and Sermons: Policy Instruments and Their Evaluation (coeditor 1998), and Public Policy and Program Evaluation (author, paperback 2000). He has also written on energy policy, land use policy, and implementation of global environmental regimes.

True Schedvin, 'Challenges for the evaluation of development co-operation'

True Schedvin is Evaluation Manager at the European Commission, EuropeAid Cooperation Office. She is responsible for managing global thematic evaluations and country-level evaluations of the Commission development cooperation. She has designed and managed evaluations in different areas of development cooperation and most recently of trade-related assistance, of good governance, of gender equality, of technical assistance and partner country ownership, and she has been involved in several joint initiatives where donors and partner countries have commissioned and managed evaluations jointly. True Schedvin will make a presentation on the challenges and opportunities that face evaluation of development cooperation with an increased number of partners, new ways of channeling aid changing the possibilities to account, and shifting responsibilities affecting the audience of evaluations.

The parallel sessions will be organised around seven themes:

  • Building capacity for evaluation
  • Improving public services and organisations through evaluation
  • Developing innovative methodologies
  • Postgraduate and new evaluator

The final stream on postgraduate and new evaluators will not be topic specific, but instead encourage post-graduate students and professionals new to the evaluation scene an opportunity to present their work in an informal and supportive environment.
